Job Overview
Framaco International is currently searching for a qualified Safety & Health Manager with significant experience on overseas construction projects. Under the supervision of the Project Manager, the Safety & Health Manager is responsible for overall management of the safety and occupational health program on assigned projects. The Safety & Health Manager shall have the authority to act in all safety matters for assigned projects at all times, to perform safety and occupational health management, surveillance, inspections, and safety enforcement. Perform all work in a safe and professional manner.
The Safety & Health Manager shall be qualified/cognizant to anticipate, identify, evaluate, and implement corrective action through activity/worker hazard analysis, worker training, proactive oversight of construction operations to abate or reduce potential safety and health hazards and dangerous environmental exposures.  Reviews plans and other technical documents, answers questions as appropriate, completes administrative documentation on time, and cultivates customer satisfaction with the client, all in alignment with Framaco’s Mission, Vision, and Values.
The position will coordinate the Framaco project safety team and will act as the lead safety coordinator with Framaco home office support actions. The individual selected will be required to reside overseas for extended periods of time. Must have experience with construction projects supporting U.S. Government Agencies including Overseas Building Operations (OBO) and/or US Army Corps of Engineers.
Roles and Responsibilities
  • Chair the Joint Safety and Health Committee meetings as required.
  • Lead daily, weekly and other Safety and Health meetings with employees, subcontractors and client
  • Conducts daily walkthrough of the project site(s) ensuring work is being accomplished safely and occupational health is not compromised.  Ensure safety programs comply with host country governing regulations including building codes, fire regulations, utility company requirements, health and safety regulations and environmental protection regulations.
  • Manage the First Aid Medical Facilities Plan accordance with Dept. of State guidelines.
  • Prepare the project Safety Plan and Activity Hazard Analysis for each definable feature of work on the project.  Lead accident and Incident investigations .
  • Ensure compliance with project Accident Prevention Plan and lead accident investigations including near misses and reporting.
  • Ensure personal protective equipment meets applicable OSHA/EPA/DOS requirements and employees are trained on proper use
  • Construction Hazard Recognition
  • Safety training of all personnel assigned to project(s) and project site visitors
  • Conducts project safety inspections with follow-up inspections of any open items
  • Subcontractor qualification and training
  • Creation and evaluating activity hazard reviews
  • Regulatory compliance with OSHA, USACE and Dept. of State standards
  • Development and Implementation of Corrective Action Plans, Fall Protection and Prevention Plan, Emergency Action Plan
  • Works with project supervision to create safety solutions to safety problems
  • Fosters and maintains a positive safety culture for the project personnel
  • Maintains all safety certifications as required by contract
  • Attends and participates in all preparatory and initial quality control phase meetings
  • Conducts weekly safety meetings for all workers
  • Produce a Daily Safety Report of activities performed
  • Maintain a positive work atmosphere by acting and communicating in a manner to get along with customers, co-workers, supervisors, and management.
  • Other duties as assigned.
Qualifications and Education Requirements
  • Must be a US Citizen.
  • Possess either a Certified Safety Professional (CSP) or a Construction Health & Safety Technician (CHST) certificate from the Board of Certified Safety Professionals.
  • Mandatory certification in OSHA 30 hours; preferred certification in Construction Quality Control, First Aid and CPR
  • 10 years’ minimum on-site supervision of general construction services.
  • Five (5) years of experience as a site Safety & Health Manager on projects involving the construction of large concrete commercial/residential buildings, heavy highway and road or concrete works.
  • Safety & Health Manager shall be fully knowledgeable regarding all sections of the latest edition of the U.S. Army Corps of Engineers Safety & Health Requirements including USACE EM385-1-1 relevant to Dept. of State, Overseas Building Operations
  • The Safety & Health Manager shall be supported by the qualified construction management, field engineering, project controls, and administrative support staff as necessary.
  • Computer literacy (Microsoft Office, Outlook, Internet, etc.) required.
